Restaurant Development, Construction & Operation
The Moss Landing Harbor District (MLHD), a political subdivision of the State of California, is inviting interested parties to submit proposals relative to the development, construction and operation of a restaurant located at Moss Landing’s North Harbor in substantially the same location as the former “Harbor Inn". Development will be in accordance with the North Monterey County Land Use Plan (Local Coastal Plan) adopted by Monterey County in April 1982 and certified by the California Coastal Commission in June 1982.
The site is a waterfront portion of Parcel #413-022-003 permitted to be used for recreational and/or visitor-serving facilities, which will consist of a restaurant with a footprint of at least 6,000 square feet more or less subject to negotiation.

Building height above grade will be approximately 22'. Design plans for the exterior of the building will be subject to approval by the California Coastal Commission, Monterey County and MLHD.
This is a prime waterfront location halfway between Santa Cruz, CA and Monterey, CA and is a gateway to the Monterey Bay. The adjacent waterway provides exquisite views of the Elkhorn Slough, a national estuarine research reserve and home to many sea otters, seals and migratory birds. Another asset of this site is an ocean view with commercial fishing boats, pleasure boats and yachts providing additional charm.
MLHD is soliciting proposals to develop, construct and operate a restaurant from a bonafide developer/operator for a thirty (30) year ground lease with two (2), ten (10) year options to renew, or a twenty-five (25) year lease with one, twenty-five (25) year option to renew. The ground lease will be negotiated during an Option Agreement period of six months that will begin immediately upon selection of a developer/operator to commence negotiations by the Board of Harbor Commissioners.
A fee of Six Thousand dollars ($6,000) will be charged for the Option Agreement period. The lease will be a triple-net lease and will contain minimum monthly payment provisions in addition to percentage rents, the amounts of which will be a function of the scale and nature of the development and will be based on fair market value. The lease will reserve to the Board of Harbor Commissioners the power to fix and determine the rates to be charged by the lessee for the use by the public of facilities developed by the lessee (but not food/product prices). This is a requirement of California law. The lease shall be negotiated with the General Manager of MLHD. The negotiated lease will require final approval by the California Department of Boating and Waterways and the Board of Harbor Commissioners of MLHD. The negotiated lease will not be considered final and valid until all such approvals have been acquired.
The terms and conditions of the Option Agreement and Ground Lease are negotiable.
